Attention: Valued LGSETA Stakeholders
Subject: Gazette placing LGSETA under Administration
This communique serves as a formal notification that the Director-Gen-eral of the Department of Higher Education and Training (DHET) has issued Government Gazette No. 53184, which places the Local Government Sector Education and Training Authority (LGSETA) under administration. This decision is effective from August 19, 2025, and Mr. Zukile Christopher Mvalo has been appointed as the LGSETA Administrator for a period of twelve months.
Please note that LGSETA has not yet received a formal explanation or justification for this decision, nor have we been given any direction on the way forward. While we are actively awaiting formal communication from the DHET, we would like to highlight our recent performance, which has been independently verified:
• LGSETA achieved 90% of its DHET Service Level Agreement (SLA) targets, as confirmed by the Auditor-General of South Africa (AGSA) during the 2024/2025 audit.
• Our achievements by program are as follows:
- Programme 1 (Administration and Support): 100%
- Programme 2 (Skills Planning): 100%
- Programme 3 (Learning Programmes and Projects): 85%
- Programme 4 (Quality Assurance): 100%
The LGSETA staff continue to perform their duties and are committed to serving stakeholders and fulfilling their mandate. Additionally, the LGSETA is dedicated to continuous improvement.
