Learning Programmes Overview

The Skills Development Amendment Act, No. 37 of 2008 defines ‘Learning Programme’ to include a learnership, an apprenticeship, a skills programme and any other prescribed learning programme which includes a structured work experience component. Previously called learnerships, the LGSETA now uses the term ‘Learning Programmes’ to refer to learnerships, apprenticeships, skills programmes and any other prescribed learning programmes that include a structured work experience component.

The Learning Programmes Department is therefore responsible for the implementation of the above and aligns and give impetus to the LGSETA’s vision and strategic priority areas viz:

  • Infrastructure and Service Delivery
  • Financial Viability
  • Community Based Participation and Planning
  • Management and Leadership and
  • AET

In driving the afore-mentioned priority areas which we view as individual programmes, the Learning Programmes Department is also managing a host of projects under each of the programmes. Partnerships with Professional bodies and Institutions of Higher learning is currently one of the key vehicles for implementing projects and achieving set goals and objectives.

In addition to its project management function the Learning Programmes Department is also responsible for fulfilling the following functions:

  • Establishing learning programmes
  • Registering Learnerships
  • Promote learning programmes by:
    • identifying workplaces for practical work experience;
    • supporting the development of learning materials;
    • improving the facilitation of learning;
    • assisting in the conclusion of learnership agreements;
  • Register agreements for learning programmes, to the extent that it is required
